Attack On Villagers in Mali

On Sunday, March 24, there was an attack on a village in Mali.  There's was a group of armed men that were "dressed as traditional hunters"  that went and killed 134 people.  In addition to the 134 people killed, there was another 55 people who were hurt in Ogossogou.  " The Malian government said it 'reiterates its determination to make every effort to hunt down the perpetrators of this barbarity of another age and to punish them, in accordance with the laws in force... In the same spirit, the government will continue to ensure the protection of the people, to recreate the conditions of true social cohesion and to promote national reconciliation,' it added, saying the 'government condemns with the utmost severity this heinous act and expresses its compassion to the families of the innocent victims." https://www.cnn.com/2019/03/24/africa/mali-fulani-village-attack-intl/index.html

Attack on Eloba Treatment Center

Last week there was (another) an attack on an Elbola Treatment Center in the Democratic Republic of Congo. "It breaks my heart to think of the health workers injured and police officer who died in today's attack, as we continue to mourn those who died in previous attacks, while defending the right to health. But we have no choice except to continue serving the people here, who are among the most vulnerable in the world," said World Health Organization Director General Tedros Adhanom Ghebreyesus. He also added, " To conquer Ebola, we must strike a delicate balance between providing accessible care, maintaining the neutrality of the response, and protecting patients and staff from attacks by armed groups. These are the dilemmas we face in conflict zones around the world. We are committed to ending the outbreak, and we are committed to improving the health of the people of DRC."  Why are there people attacking these treatment centers? You would think that, if any
